Signaling and bearer traffic priority which is higher?

May I know which traffic priority is higher in Avaya IP Telephony? Signal traffic or bearer traffic?

Bearer, Bearer, Bearer ...... You want all the conversation to be smooth and continuous. Signalling traffic is not as time sensitive.
