MICS Target Lines

I just installed an MICS 0x32 with 6.1 XC software, 1 PRI T1 and 1 LD T1 and a 6 port combo card. The problem is my target lines stop at 284. I thought the XC gave you additional target lines. What am I missing?

I added a second fiber expansion card and this seems to have given me the additional target lines.
