comteam is on a distinguished road
CO not disconnecting

My customer has an ICS w/ LSGS ds
and when the receiver is hung up sometimes the call is is put on hold rather than disconnecting. I swapped the LSGS, but it acts the same.

Any ideas of what might be going on here?
