What class of service do the phones have and what number are they trying to dial? Using an Admin CLS on a basic agent set is a simple way to let them dial out, however, it will let them do a lot of other stuff also. Is there a way that you can create a new class of service just allowing certain types of calls or are you looking for another type of answer? Details in the question will help with the resolution.
