CFWD to external charging problem

We use Option 11C 25.40 in different locations and all of them are connected with PRI-E1, and everything is OK, except CALL FORWARD.
I have problem of CALL FORWARD to external. ( Call from one PBX(A) to another PBX(B) ).
Information: DNs in PBX are divided into two parts. Part "A" in LD 49 CRNO=2, INIT=DENY (have no access to dial DNs in the B part through CDP because of charging), they arre blocked. At a same time, A part in LD 49, CRNO=3, INIT=ALOW (they have access to dial B part). And all other PBXs are same as this. I usually forward my TEL some itnernal TELs in the PBX and have no problem.
So, I made offices in some location at our located PBXs, and sometimes I go there for services for a long time, and I forward my set to external DN where I am. if I set my CLS=CFXA CFW with DN of the B part

Here is the problem; people NCOS=2 can't reach me (B part), but people NCOS=3 can reach me and don't feel anything either I am A part or B part, and no charging problem. All calls from A part through my SET are not charged, and this is OK.

Then, I went back to my configuration in LD 15, RDR_DATA, and changed OPT to CFF, and 50% is OK. Now all people can reach B part but people CLS=NCOS=2 are now charged in CDR. but people CLS=NCOS=3 are not charged.

After that, I went back again to OPT and changed CFF to CFO as previous, since it creating another problem of chargings

Any one can help me solving this kind of problem.
