opinions on whether this new VOIP system quote is "fair"

Hello,
a couple months back my boss put me to task to upgrade our current early 90's AT&T Definity & Audix PBX to a more modern VOIP solution. We've narrowed down the search to two vendors, Shoretel and Avaya and have had two presenstations from each of their group of representatives. We're still waiting on the quote from Avaya, but have received one yesterday afternoon from Shoretel, and my boss is "blown away" by the price and not too happy about the amount. He was looking to spend up to $70,000 on a new system, but we've received a quote for $170,000 (we hadn't let the vendors know our budget yet, btw). I was wondering if anyone could tell me whether or not this quote is "fair" or are we being drastically overcharged for some/all of it?

Here's the quote:

The ShoreTel phone system for 50 users:

I am an Avaya business Partner, so my opinion is biased. I will tell you that Avaya's quote will come in SIGNIFIANCTLY lower.

The drawback with the Shoretel phones, is you need a cat5 cable for each phone. With IPOffice, you can get digital sets and reuse the voice cabling, whetever it is.

Shoretel is just expensive. Shop around more!
