exchange integration

hi ..i m doin telecom engg
my reqmnts/queryu is..
1. to integrate two exchanges.
2. such tht..while dialing from one exchange(pulse dialing), a default pulse is inserted and then sent to other exchange.
3. once this is complete and recognised by other exchange, normal voice conversation must follow.
4. vice versa shud happen, tht is when the other exchange dials a number, the first pulse is absorbed by some designed circuit and then normal communication shud follow.

a adapter kind of thing between two exchanges...prefberarly using microcontrollers

exchange 2007 support SIP for IVR/voicemail. i doubt pulse tone is supported.
