4.0(7) no dial tone

Have been holding off of 4.0 deployment due to history of past release issues. Now have 4.0(7) running at my office and observe the following: system shortcode for dial 9 have always been set up with Nsi 9729998888 to show main number on outgoing CID. Set specific users shortcodes to show their DID's on outgoing CID. If a user with a specific shortcode dials out - you do not hear dialtone. If a user dials out without a user shortcode, thereby using the system defaults - you hear dialtone.
Any ideas??

That is the way with 4.0. Thewre is no need for a system wide secondary dial tone short code. But, if the users have a personal S/C, I make a secondary dialton S/C for them.
