Service Observing on 4.0

I have set up service observing on some pre-4.0 systems, but I cannot seem to get it to work on the 4.0 that I'm currently installing. Any tips? Did they change something about how this works?

We have logged this as a bug. It seems to wotk if you programme a button but not with short codes.
