Busy Tone

I have a customer request, the want that the caller receives a busy tone when a party is on the phone. The problem is that I need three call appearances (CAs) to transfer calls or make conference.

First I put the forward on busy to an unexisted extension, then I put the busy on held but that only works when they put the call on hold.
How can I solve this?
I accept any ideas.

Do not disturbe feature should resolve your request.

You could give the users 2 call appearances. And then there is a short code "reserve last ca" which will leave the last call appearance button for outgoing calls.

About all I can think of.
