IP Office Touch Tone Sounds

We have an IP Office 406 that has about 10 users on it. One of the few problems we're having is the touch tone sounds. When a user is dialing, the touch tones on certian phones sound off key, or different from other phones in the office. The other phones sound normal. So, as users normally do, they complain. What could be causing this? I've moved phones and the problem stays at the location, it doesn't follow the phone.
