Telco/Latency Problem

We currently have a 412 setup with about 50 4610 IP phones and a VCM 30. I have found that our IP office seems to magnify any latency that is on a call. There are particular phone numbers that each time I call with an analog phone there is slight latency (sounds like line noise or background noise). When I call the same number with the IP phones on the IP Office there is terrible echo. Calls to other phone numbers are fine with analog or IP phones (about 1/4 of the calls we make have a problem).

I'm not sure what the deal is but it seems to be two fold. The telco has some issue that causes slight latency when calling this particular exchange. The second thing is that the IP office seems to make the latency much worse. If this was happening to just one exchange there would be no problem but about a quarter of the calls we make have this issue.

I connected an IP phone directly to the network port on the 412 to eliminate my switch as part of the problem. It doesn't seem to be the T1 either because I have used an analog trunk to test it as well.

Any suggestions or insight into this problem would be appreciated.
