4602 no dial tone

I have an Avaya 4602 connecting to an IP Office 403 (w 5vcm) via vpn over adsl.
the phone on bootup can see the tftp server and the callsvr.
i am able to ping the phone from the tftp server.
the phone is able to make and recieve calls with no problems (drop out, gitter, echo etc..) it also rings when a call is put through.
the only thing the phone does not do is present the user with either a dial tone, ringing tone or an engaged tone.

what can i do to present the user with these tones.

I would suggest you to upgrade to latest version 2.1(44). You can download it from Avaya website.

is this problem a known bug with v 2.1(24)?

i have started downloading v3.0, will also be downloading the maintenance releases.

Everything on the 2.1 (24) is buggy. Make sure to reed the document for the upgrade, with a 403 you have to go from 2.99999 to 3.0.

There is a bulletin from Avaya about this. They recommend enabling local tones under extension form if this is occurring.
