Question Restrict calls to Internal Only

I am trying to figure out how to restrict a station to only be able to call internally, but am getting overwhelmed by CORS, FRL's, ARS, etc...

What I dont understand is that just to test I created a COR and set them all to 'N' and then set the station to that COR, but that station can still call whatever it wants! I dont get it.

Its easy. Make COR 0 have an FRL of 0.
Then just make sure all your route patterns have an FRL or 1+
Then assign your telephones COR 0. and they will not be able to dial anything except internal.
Now you probably want to allow 911 etc, just make them into a route pattern with a FRL of 0 so anyone call outidal that.

Exactly, if it helps just think of it like this, you can only make a call if the FRL of your COR is equal to or higher than then FRL on the route pattern that ARS sends the call over.
