Best way: via Private Networking and AAR. However, if this is a direct point-to-point tie line, the down and dirty method would be to make the tac "8" and then just let then dial "8" followed by the 4/5 digit extension number. If it's ISDN-PRI then the station ID will appear after the party answers.
Full blown DCS can only be accomplished if you convert the 4-digit PBX to a 5-digit dialplan and implement UDP/DCS. This can be done fairly painlessly either by Avaya or an Avaya Business Partner with ProVision. I can recommend a good one who has done this before if you decide to consider such a plan.
