call forwarding

if you call fwd an extension to a cell phone and the cell phone is only ringing once and going to vm is that out of the pbx's control once it fwd's off net?

There are some features related to this under "change sys coverage-forwarding" . Basically you can enable Coverage of Calls Directed Off-Net.
