Signaling problem ?

I have two systems Definity connected using MedPro&CLAN each. Only one of them (Switch 1) has access to the PTT using DS1 card for ISDN-PRI trunk. The other system (Switch 2) uses the ISDN-PRI trunk via the IP-trunk between them for outgoing calls. So, the problem is when a caller from Switch 2 calls an external number via ISDN-PRI everything is ok exept the cases when the called number is busy, invalid or not existing. In this case the caller does not hear anything, just silence, nothing! If the caller is from switch 1 and dials the same outside number he can hear busy or annoucement from the telecom that the number is not existing or something else.
