transfer to outside line
We have a G3 version 6. Most of the phones have lines capable of only dialing inside extensions and 911. The operator typically gives users an outside line when they call and request one. There are several managers who want to be able to go anywhere and access an outside line afterhours for equipment troubleshooting. We do not want to hand out authorization codes because of bad past experiences. We have found in the past that things like this get passed along and abused way too easily. So.... There are guards onsite 24/7 that are willing to transfer calls to an outside line. They are using an 8410D type phone. They have a cos that is basically unrestricted. I basically want them to be able to answer a call, press transfer -9 - transfer and the caller should have access to an outside line. This does not work. When I bridge their phone to mine and test, it works fine. It will not work from their phone (I get the stutter tone after dialing a number from the phone that requests the outside line).
Any ideas? I hope that i am missing something very simple here. I know I could just transfer to a TAC, but that would allow them to dial any number including 900 numbers and I don't want to go there. |

You mention the COS is unrestricted, how about the COR? The COS permits the call to be transferred to a trunk but if the FRL is not high enough in the COR, there could be a conflict with the route pattern.
Can these guards make calls for themselves by dialing 9? If they can't make calls themselves, then they will not be able to transfer calls. Since it works from your phone, give the guards the same COR that you have and try it again.

yup, the cor is also good to go. They can call anywhere without issues. It just doesn't make sense to me. Why can't i do it from their phone, but when i bridge it to mine, i can do it from here (i can't do it from my personal extension though). Could it be a software flaw? Is there some system parameter that limits call transfers like this to the attendant and it is just a fluke that it works when bridged?

I reread your initial message. A stutter dial tone can be a request for an auth code, if the transfer is not permitted you will hear a wave off, not a stutter tone. Check the COR/COS of the guard phones and one of the stations they are trying to transfer.

When the security phone was bridged to your phone and the test worked, were you using the same station number to test with that you used when calling unbridged?

Yes I was... Being the mill telecom person, I have my extension set with the same cos and cor as the attendant, so in theory, if she can transfer calls to an outside line, I should be able to if I have the same rights? I've spent the last couple hours picking apart the cos and cor and can't find anything...

I just tested this here and this is what happened.
If I called my phone from a phone that has full capabilities to call off site, I could transfer - 9 - transfer and provide a trunk for the other phone to make a successful call off site. If I restricted the other phone to station-to-station calls only, I could give it a trunk to make a call on but as soon as the restricted phone finished dialing the outside number the PBX asked for an auth code. Nor could I dial the whole number and then transfer the station to it, my phone totally ignored my attempts to do so. Attendant consoles are a different kind of phone so even though you have the same COR/COS it can still do things you can't.
