When WAN is down need to route via PSTN

I am working on an Avaya S8700 Media Server pair and Avaya Modular Messaging at a central site, and an Avaya G350 Media Gateway with S8300 Media Server Local Survivable Processor (LSP) at a branch site. The Avaya S8700 Media Server controls the G350 Media Gateway across a data WAN. Is there any way the Voicemail to the Modular Messaging can be routed via PSTN when the WAN is down? They have IDSN/PRI at both locations.

This is a function of IGAR. I've not used or played with IGAR so I cannot advise you on the configuration ... but this should give you something to investigate further.
