CMS Terminal Emulator

hi! i'm wonderin' is there a way to setup the CMS terminal emulator so that if someone logs in it will not eats up or uses license. we use to set logins to have limits against the allocated CMS login. on my previous company, we used CMS terminal but it doesn't matter if the login you used already reached its login limit. say for example the login 'login1', we set it to a specific shell ;
1loginlimit
2loginlimit
3loginlimit
4loginlimit
5loginlimit

if we set 2loginlimit, this means that only two users can login simultaneously with this account (CMS Supervisor). is there a way to use the terminal for this??? :)
