isdn backup for VoIP

we have a couple of voip trunks that use the frame relay WAN link on a cisco router. The route pattern will try this first then overflow to the PSTN as second choice.

When the frame relay link is down, the cisco router uses three dial-up isdn lines for backup, so of course the voice quality is crap.

As far as the S8700 is concerned, as far as i can see, it sees no difference in quality and continues to send calls over the voip trunk.

Is there a way whereby i can automatically switch to an route pattern in this situation?
