4602SWIP does not initilize

On a Definity 8300 when I plug in any 4602ip phone, it just shows on display "loading" every 10 seconds. When I plug in a 4610 ip phone in the same jack it initilizes fine. Both phones are programmed in the Definity but only the 4602ip phones have the problem.

Any ideas?

You can try registering the 4602 phone with static ip . Needn't involve tftp address during the process as it seams to be the problem with firmware file at tftp server.
If sucessful, try to update the tftp server contents with right bin files.
