Clearing G650/IPSI errors. CAB-MTCE Error type 257(sanity test)

So we were having some IPSI minor alarms in our Alarm report after installing a G650 MG. As I tried to 'add ipserver-interface' I would get an error asking me to 'Administer the cabinet/port network before...yada, yada, yada'.
So we asked our vendor for help. They dialed in and when looking at the history, I see they simply 'changed circuit-packs' and 'add ipserver-interface'. Both commands we attempted. When asked they said, ' Oh all we did was 'add ipserver-interface'. However on investigation I see that these single carrier 650's now have a 'B' Carrier. Which they did not before b/c there is no B carrier.
Is this some kind of workaround? Anybody else dealt with this issue? If not and you attempt to add a G650, not IP controlled, remember this little tip. Also these 650's are DCS controlled with EI's, Maint packs and DS1 cards.
