Red face denial event 1164: ISDN call reject D2=CV D1=0x3d8 D2=0x66

Help please....can't place outbound to other countries except for U.S. only . I 'am receiving denial event 1164: ISDN call reject D2=CV D1=0x3d8 D2=0x66 from my S8700 switch. We have DS3 circuit for our inbound traffic where in two T1'S are configured for outbound .
We could place outbound to U.S. without any problem. When we directly sieze the outbound trunk through its TAC and dial the desired number to other countries, we could place the call without encountering any problem. I'm not sure if this is a carrier issue or if its with the PABX programming.

What does denial event 1164 mean and how can we resolve this issue.

Try stripping the first 3 digits (011). Some carriers don't want that. In your route pattern, Put a 3 under number of digits to strip.

Since you can place international calls by dialing the TAC, it's not a service provider issue. Look at your ARS table (list ars a...), you must be denying there or possibly in the partition route table. (or your not passing the right digits)
