Announcements w/o VAL Manager

Curious about creating announcements without Val mgr. Can I create the .wav on my PC, upload via ftp, then configure the announcement in the translations (change announcements). Or, should I configure the translations first, then upload the .wav (with the same name) via ftp.

I really don't think that it matters. The important thing to note is that the .wav filename and the announcement name must match EXACTLY, including CASE. Personally, I'd do the translations first and then upload the files.
