trigger a recording

Is there a way to tag an extension somehow to when a call is make it will call another extension? for monitoring purposes?

Nope. VOX recording is about the only way to accomplish this. If it's an analog station you can do it from the cross-connect field. If digital, there are digital-to-analog converters that hang from the backplane that can be purchased ... but they are not cheap.
