You could TTI the station out which would restrict it to anyone but the operator OR you could user restrict that set to not allow outward dialing. I had the same problem in my lab, I did the user restriction.

Look in system features for the User Restriction access code (you need console permissions to do it also)

1. extension feature access code.
2. Dial the number for the type of restriction desired:
— 1 for outward/toll
— 2 for total
— 3 for termination
— 4 for station-to-station/toll
3. Dial the extension

to undo it, follow the same steps, you can status the station and see what mode it is in also
