If your "list trace tac" shows the correct information passing to the PRI and it is not reaching the destination as you are sending it then: YES, your carrier is not allowing you to manipulate the digits to your liking. As suggested, contact your carrier to understand why. They may have a setting wrong or they may have some internal policy restricting you from making your proposed change.
