The "Line Error" issue is a known problem with interquats phones
1st change the CLI mode to FSKA, if that dosnt work ther is a firmare update for the interquatz phones but you will need to return them to your supplier.

To identify the cause of the outgoing calls problem I suggest you run Monitor & turn on layer 3 ISDN msging to see what is actualy happening
