Usaully only Avaya staff know the tsc login password which means you have to get Avaya to open port 23.
however if you install the operating system from scratch and get the opportunity to create your own tsc password or if you can guess it, the the commands to open port 23 are; (enable_incoming_telnet_service), including underscores, and; (enable_outgoing_telnet_service)
now you can login using ASA and the vm login
