DialEmergency will overide any/all dialing restrictions.
From the manual:
"DialEmergency: This feature allows the number configured in the Telephone Number field to be dialed on an extension with Call set. The main purpose of this feature is to ensure access to an emergency number is always available regardless of which extension is used."
Using DialEmergency as a workaround instead of properly programming the IP Office is not a wise choise. Even if you do not currently restrict dialing certian numbers you may wish to do so in the future.
