Depending on how your network is set up, you could possibly eliminate the problem. First off, you could reserve a range of IP Addresses in the scope at the group level (Avaya product) with longer durations.. Secondly, if you are using multiple VLAN's and have the phones on a separate VLAN then you can extend the dhcp duration just for that scope. Moving between floor's would not be an issue if you have different VLAN's/Subnet since the DHCP server should recognize the MAC address registering and remove the old IP Address association.
