I move the phone to a different v-lan and it boots properly. This happens rarely.
The DHCP server guys tell me it's not their issue..... Anyone have this problem?

I've had DHCP issues with 46xx phones similar to what you mention, altho not in awhile. Are you using the latest firmware? One way to get around this without having to move vlans is manually program 0.0.0.0 as the IP address and the phone will reacquire a new IP from the DHCP server. That's worked for me anyway.
