They are afraid to consider going to VoiP on day one because of end training issues and lack of confidence in the VoIP backbone, so we will be wiring for 4 wire phones, more riser cables and 3 cat-6 cables to every workstation. We have no compelling reason for using VoIP, no application integrations in the near future of any kind. The computer room footprint will need to be 66% larger to stay with 4-wire phones rather than purchasing 24 port digital packs and getting rid of the reamining 7400 series phones. About 1/3 of my phones are 8400 series working on 4-wire 8 port packs.

I recently performed an upgrade from a G2 to an S8700. The customer kept all of their 7400 series phones in place using TN754 circuit packs. In their case it was more of an economic decision than a technological one. They purchased about a dozen IP hardphones and are using IP Softphones as well. This was more of a technological testing and proving decision but the IT guys were smart in that they placed a 4620/2620 on many of the executive's desks, incuding the CEO, CFO, and CIO ... all of whom are impressed. The company has a long term migration strategy and a budget that will allow them to move to 4620 IP phones and 2620 digital sets over time.
Bottom Line: They're moving to current technology over time to make the cost easier to swallow because they realize that support for the older sets and circuit packs has dissappeared.
