You can either downgrade the IP406 to 2.0.18, or hope the 2.1 maintenance patch (if it ever comes out) will succesfully fix this problem.
Calls do ringback after a certain amount of time in park. 300 seconds (5 minutes) is the default. You can change this value in the telephony tab, system form.
