Yes, you need to use the telephone number field character W. To suppress callerID for some users only, do the same setup as sending a custom number - give them their own dialout shortcodes, except instead of adding s<number> add W
Ex user shortcode:
SC: [9]N;
TN: NW
LG: <whatever>
F: Dial
