You want to get rid of the [9]N shortcode. However, this means you MUST ensure you've thought of every possible kind of dialing your customer might do. For example, you'll have to put specific entries for x11, LD, international, etc.

Once you've laid out every possibility, your x11 type calls will still have a pause but the 7 digit local (being the longest string of 'x') will match as soon as the last digit is dialed.
