it sounds like the IPO is trying to use unconnected alog circuits

change all unused aloug trunks to a different og line group.

to reduce the dialing time try changig the analog data in each line
the interdigit pause is currently set to 50 (1/2 a second!) reduce this to somthing like 10 or 5, you will have to experiment to see how low the local CO will accept.
