Well the calling time can be a few things, the first I would look at is your dial delay timer in the System>Telephony tab. it defaults to 4000 and I would not make it less than about 1500 - 2000. It can also be an issue with your short codes, make sure you don't have a [9]xxxxxxxxxx short code IF you do not use 10 digit dialing in your area, otherwise it just adds an unnecessary variable to your dialing plan.
Your second issue, what do you mean exactly by that?
