dialing pause

I have a customer with a 403 Unit with Analog telephone lines that is complaining about calls waiting 5-10 seconds before connecting. They dial 9 to get an outside line, then a local 7 digit number, and then they wait for 5-10 seconds. Does anyone know how to shorten the waiting period (I made a few adjustments in Manager, but it seemed to adversely affect the time they were allowed to dial system short codes)?

Also, they are having issues with calls never picking up an outside line at all. Any ideas?
