You don't have to make a system-wide change. You can change the VDN's COR and then simply change the few stations that you don't want to receive calls from the VDN. The VDN will continue to function properly and route calls to all stations for whom you have not changed the COR, but for those few stations that you have changed the COR to say, 55 like above, they, and they alone, will stop receiving calls from the VDN/Vector.

Test it. Set up a test VDN and point it at your existing vector (remembering to add a fail-safe default routing step for when the route-to step fails). Then create a test station and set up the CORs for both as described above. Try routing to existong stations (will work) and then to your new test station (won't route and will receive the default/fail-safe treatment).
