Yes. I assume that the VDN that is vectored for the "dial your party's extension number" is a specific VDN. Therefore, give the VDN a new COR ... say 50. Then give all of your non-DID phones a new COR, say 55. Then on page 3 of the COR form for COR 50 (Calling Permissions) enter a "n" for COR 55. Callers arriving into the PBX using that VDN will not be able to call the non-DID stations because the COR will restrict them.

However, you will need to have a default treatment as the "route-to" step will fail due to the COR restriction. Therefore, immediately following the "route-to" you need to enter an additional step like "route-to number 0 unconditionally" or "goto step 2" (loop back to the top) or some other default treatment.
