There are two things that you can do:

1) I assume that you're using UDP and AAR to route the traffic to the fax server. In that case, you can enter an second trunk-group in your route pattern for traffic to follow in case the primary group is out.

2) You can set up alternate routing at the phone company in case your inbound trunks fail.
