Sounds like you are dealing with sets that have had their outgoing restrictions (#401) set to 'Local only' which blocks anything that starts with 1. You then need to create an allow list (#407) that contains your toll free entries (1800, 1888, etc.). Then, use #408 to apply that list to all extensions that are set to 'Local Only'.

Are you on centrex lines (CO expects a 9)? If so just make #407 be 91888, 91877, etc.
