which PBX best? For Voip?

Can anyone tell me which is the best PBX that can be used for developing a call center application
and whhich is affordable for a small company using ISDN lines and 50 agents in India.

Avaya, Nortel or siemens...?

Is PBX a necessity for VoIP based call center . If PBX is not used, how voice quality can be made better.?
