No the interchange is done so fast you hardly ever see it.
I personally dont do any changes during working hours.
Yes I did take down a working PBX once, thats why :)

Funny thing is that changing the NTP on the offline is ok. However changing the gateway is not. It caused the StandBy to go active. Two active shelfs are not good. :)

Ive learned alot sense then hahaha
