I doubt that clocking is the issue although there may be other programming issues. If you status the signaling-group is it up? Can you describe the physical connectivity? I know you said "dry" E1, but where are the 2 pair coming from, what's the distance between these two ProLogix systems, and how have you connected the 2 TN464's together? An end-to-end, wire-to-wire description would be helpful.
