There are companies out there that will charge you money to track all your telecom expenses, and "find" savings.

What we do is track all invoices in an Excel Spreadsheet (sorry!), with account numbers, invoice numbers & dates, payment info, and descriptions. When I review invoices, I look at this spreadsheet and make sure there aren't any discrepancies. (You could also use Quicken, if you wanted a nice GUI).

I also worked with my Telecom vendors to develop rate sheets that I could use if I needed to quote someone a cost. For example, I have a sheet that breaks down our POST-discounted rates for every possible size of PVCs that I could order. I know that installation will cost $xx and will take xxx days.

Sorry to point you back towards Excel, but it is pretty useful. Check out Quicken also. You could set up each account number as a Payee, then set up Categories like "Long Ditsance", "Calling Cards", etc. Your reporting would look great, and with their QuickEntry option, entering new charges would be easy.
