When you setup the shortcode 8XX, what did you put in the telephone number field? The short code dialog box should look like this:

Short code: 8XX
Telephone number: 8N
Line group ID: [the line group for your T1]
Feature: Dial
Locale: [blank]

To use PRI: I've not tried back to back over a CO supplied point to point, always done it with a crossover cable. However, the basic idea is setup both ends as required by the CO, but type "invert" in the telephone number field at one end.
