This usually indicates ip/subnet issues - be aware that even if this is set wrong the manager software will still find the control unit (via 255.255.255.255 broadcast) and prompt for the password, but the config will not be received.

Typing the wrong password can also cause this problem.

Is the W2K server in the same subnet as the 403? If not be sure to change your preference (under the file menu in manager) from 255.255.255.255 to the specific IP address of the control unit.
